MONAGHAN TOWNSHIP

Resolution No. 2008-02

SETTING FEES, COSTS AND LICENSES

FOR THE CALENDAR YEAR 2008

WHEREAS, the Board of Supervisors of Monaghan Township wishes to set rates, fees, costs, and licenses for calendar year 2008; and

WHEREAS, the Board of Supervisors of Monaghan Township wishes to combine all fee resolutions into one; and

WHEREAS, the Board of Supervisors of Monaghan Township will review these fees, costs, and licenses each year;

NOW, THEREFORE, BE IT RESOLVED, and it is hereby resolved that the Board of Supervisors of Monaghan Township sets the following rates and fees effective January 1, 2008.

Zoning Hearing Board Fees

Variance $450 plus 1/2 of Stenographer's Appearance fee

Special Exception $450 plus 1/2 of Stenographer's Appearance fee

Appeal of Zoning Officers' decision $450 plus 1/2 of Stenographer's Appearance fee

Interpretation Appeal $450 plus 1/2 of Stenographer's Appearance fee

Appeals Hearing Board Fees - UCC Apeal $500.

Board of Supervisors' Hearings

Rezoning Request $300 plus 1/2 of Stenographer's appearance fee

Conditional Use $300 plus 1/2 of Stenographer's appearance fee

Subdivision Plan and Land Development Fees

Subdivision Plan Fee

(non-refundable) $100 plus $5/lot

Land Development Plan Fee

(non-refundable) $100 plus $5/ for each 5 parking spaces

Subdivision or Land Development Plan Escrow Amount

$500 plus $50/lot or $50/5 parking spaces

This escrow account must be replenished if balance is depleted to less than $200 if further review is necessary or further invoices or costs are anticipated). This escrow account will be used for Township Engineer and Township staff review of proposed plans, Township review of sewage planning module for proposed plans and York County Recorder of Deeds fees for recordation of approved plans. All fees or anticipated fees must be paid in full prior to final action by the Board. Any outstanding credit balance will be refunded after all costs and fees have been paid.

Steep Slope Report Review - Escrow amount $500.

A Steep Slope Report submitted independent of a proposed subdivision plan or proposed land development plan shall be accompanied by the deposit of $500.00 to be held in escrow by the Township for payment of all Township costs incurred associated with the review of the submitted Steep Slope Report by any Township staff or consultant charged with said review as well as the recommendations and reports of these persons to the Township relative to the Report. The escrow account shall be replenished as necessary at the direction of the Township, and all outstanding fees and directed escrow deposits shall be paid in full prior to the issuance of any permit.

Storm Water Management Fees

First 5 acres of disturbed soil $400

Each acre of disturbed soil

in excess of 5 acres $50 per acre with a maximum fee of $1000

Zoning Permits

New Principal Use $75

Change to Principal Use $75

New Accessory Use - $30

Change to Accessory Use $30.

Zoning Permits

Zoning and Building Permit Administration Fees $ 30 each

SIGN PERMIT $10

BUILDING PERMIT ADMINISTRATION FEES $ 75 plus cost of inspections

1 Remittance to Commonwealth of $2 per Building Permit is included in Building Permit Administrative fee

2 Payment of Inspection Fees via establishment of an escrow fund as follows:

Sewage Fees and Escrow

Sewage Administration Fee

(non-refundable) $50 due for soils testing (including pre-subdivision) and for all permit application submissions.

Sewage Account Escrow

Escrow account amounts shall be established according to the following fee schedule for work performed or anticipated to be performed and must be replenished if balance is depleted to less than $100 if further review is necessary or further invoices or costs are anticipated:

Probes (2 probes per site) $90

Additional Probes (over 2 per site) $45.00 per probe

Percolation Test (6 hole test) $240.00

Additional Percs (over 6 holes)

$120 per perc

Application and Permit for Inground Systems $110.

Application and Permit for Sand Mound Systems $176

Application and Permit for  Holding Tanks including inspection $115

Application and Permit for SepticTank Replacement, Delivery Line, and Building Sewer

Repair including inspection $115 (Township payment)

Design Septic System $400

Final Inspection and Re-inspection $100

Site Investigation/Malfunction Investigation $100 (no charge for initial investigation)

Meeting/Hearing Attendance by Township SEO $100

 Hourly Rate for projects SEO $55/hour (over 15 hours)

Sewage Planning Module Review

On-lot Subsurface Disposal System $100  All other Modules $100.

This escrow account will be used for Township Engineer and Township SEO review of proposed applications, permits, planning modules and for related inspections not associated with proposed Subdivision or Land Development plans. All fees or anticipated fees must be paid in full prior to final action by the Board or issuance of any permit. Any outstanding credit balance will be refunded after all costs and fees have been paid.
